Functions
To synthesize and evaluate the operational situation of the Department and the entire sector; coordinate activities of affiliated units in accordance with working programs and plans; take the lead in implementing administrative reform, control and review of administrative procedures; receive and return results of administrative procedure settlement at the Provincial Public Administrative Service Center; process administrative procedures at the Department’s Office; act as the standing unit for citizen reception and settlement of complaints and denunciations in accordance with law; perform legal affairs; implement information technology application and digital transformation; administer the sector’s database system; carry out administrative and operational management for activities of the Department.
To take the lead in monitoring external relations activities; press and communication activities, serving as the focal point for implementation of the Regulations on Spokesperson Duties and Provision of Information to the Press; monitor emulation and commendation activities of the sector.
Duties
(1) General Affairs, Reporting, Communications, Emulation and Commendation
To take the lead in advising the Director on draft programs, projects, schemes, and measures for implementation of state administrative reform tasks in the field of education under the management authority of the Provincial People’s Committee.
To formulate annual, monthly, semester, and academic year work plans and programs for the Department and the entire sector.
To guide, urge, and inspect the formulation of plans and academic year tasks of educational institutions in order to implement the guidelines, policies, directives, and resolutions of the Party, the State, the Ministry of Education and Training, and the Province concerning education and training. To notify educational institutions of the Department’s monthly work contents; to announce conclusions of the Director at sector-wide briefing conferences.
To perform synthesis and reporting duties on a monthly, quarterly, biannual, and annual basis in accordance with regulations, ensuring accuracy, completeness, and timeliness for submission to the Ministry of Education and Training, the Provincial Party Committee, the Provincial People’s Council, the Provincial People’s Committee, and relevant agencies.
To assist the Director in registering and monitoring the implementation of annual key tasks. To coordinate with divisions in responding to voters’ recommendations before, during, and after sessions of the National Assembly and the Provincial People’s Council. To act as the focal point for communications in the field of education and training.
To coordinate with provincial and central communication agencies in disseminating the Party’s and the State’s viewpoints, guidelines, and policies, as well as achievements of the sector. To manage the sector’s electronic information portal and oversee publication of the annual Education and Training Bulletin (if any).
To act as the focal point for receiving and responding to citizens’ comments and recommendations on the sector’s electronic information portal.
To assist the Director and the Sector Emulation and Commendation Council in formulating plans for directing and implementing emulation and commendation activities in accordance with regulations.
(2) Administrative and Operational Management
To serve as the standing unit for receiving and guiding organizations and individuals coming to work with the Department. To act as the focal point for administrative reform, control and review of administrative procedures; to perform duties at the Provincial Public Administrative Service Center; to receive and return results of administrative procedure settlement at the Provincial Public Administrative Service Center; and to process administrative procedures at the Department of Education and Training.
To act as the focal point in advising, implementing, monitoring, and synthesizing matters related to the application of information technology and digital transformation in the sector’s management and administration activities; and implementation of the ISO management system within the agency and the sector.
To synthesize reports on settlement of administrative procedures and return of results at the Provincial Public Administrative Service Center on a monthly, quarterly, biannual, and annual basis.
To publicly disclose contents as prescribed by law on the electronic information portal regarding access to information, inspection, complaints, denunciations, anti-corruption, state budget, dissemination of laws, and other related matters.
To take the lead in advising the Department leadership in directing and guiding educational institutions to assess the level of digital transformation of units under management authority; to update and publish digital transformation assessment results of educational institutions on the electronic information portal and mass media, ensuring confidentiality, integrity, and effective exploitation of educational databases within authorized scope.
To serve as the standing unit for administration of the sector’s database system; management and maintenance of the Department’s electronic information portal; maintenance of the Department’s internet network system; management and operation of the sector’s online meeting system and email system; and coordination with relevant units in inspecting, maintaining, and ensuring operation of the Department’s computer systems.
To take the lead in receiving guests working with the Department, organizing conferences and meetings of the Department, and arranging transportation for official working trips of the leadership and divisions as assigned by the Director.
To implement and guide officials, civil servants, and public employees in complying with regulations on clerical work, archives, administration, and the work management and administration system in accordance with Government Decree No. 30/2020/ND-CP dated March 5, 2020 on clerical work, and Circular No. 01/2019/TT-BNV dated January 24, 2019 of the Ministry of Home Affairs prescribing processes for exchange, storage, and processing of electronic documents in clerical work and basic functions of electronic document management systems during work processing of agencies and organizations.
To coordinate in formulating and organizing implementation of internal rules and regulations to ensure discipline, order, and proper working practices within activities of the Department.
To coordinate with divisions under the Department in caring for the spiritual and material life of civil servants and employees; and mobilize civil servants and employees to participate in humanitarian and charitable activities in accordance with regulations.
(3) Financial Affairs
To formulate quarterly and annual expenditure plans and implement quarterly and annual expenditure settlement reporting regimes of the Department.
To properly implement State and sector regulations concerning public-service activities directly organized by the Department.
To act as the Department’s cashier; manage assets; and procure and repair facilities and equipment of the Department.
(4) Citizen Reception, Settlement of Complaints and Denunciations; Anti-Corruption and Prevention of Negative Practices
To act as the standing unit for citizen reception; perform duties and powers in citizen reception and settlement of complaints and denunciations in accordance with law. To perform duties and powers concerning anti-corruption and prevention of negative practices in accordance with law.
To guide, monitor, urge, and inspect commune-level People’s Committees and affiliated units in implementing legal regulations on inspection; citizen reception; settlement of complaints and denunciations; and anti-corruption and prevention of negative practices.
(5) Legal Affairs
To disseminate and provide legal education; guide, monitor, and urge commune-level People’s Committees and units affiliated to the Department in implementing legal affairs. To organize implementation of legal affairs in accordance with guidance of the Ministry of Education and Training and the Provincial People’s Committee.
To take the lead and coordinate with relevant units in inspecting and reviewing legal normative documents related to the field of education; examine and assess the legality of documents in order to detect contents contrary to law, overlapping, inconsistent, expired, or no longer suitable to socio-economic development conditions.
To recommend competent authorities impose administrative sanctions for violations in the field of education.
(6) Other Duties
To perform sector-wide statistical work, periodic and ad hoc reporting, and public disclosure in the field of education within local management authority in accordance with regulations of the Provincial People’s Committee and the Ministry of Education and Training.
To take the lead in monitoring external relations activities; serve as the focal point for natural disaster prevention and search and rescue activities of the sector and the agency; and oversee fire prevention and fighting activities at the Department.
To act as the focal point for coordination with units under the Ministry of Education and Training, including: the Office, Inspectorate, Department of Personnel and Organization, Legal Affairs Department, International Cooperation Department, and the Department of Science, Technology and Information.
To proactively coordinate with relevant divisions in handling tasks according to assigned functions and perform other duties assigned by the Director./.
