Functions
To assist the Director in performing the state management function over primary education; physical education and sports activities; and national defense and security education in schools within the province.
To perform management and direction of activities of primary schools, primary education in multi-level general education schools having primary level, Inclusive Education Support Development Centers within the province, and the Provincial Center for Special Education and Social Protection.
Duties
(1) Management and Direction of Primary Education
To advise on formulation and implementation of guidance documents on academic year tasks, educational activities, and other documents relating to primary education in accordance with directions and guidance of the Provincial People’s Committee and the Ministry of Education and Training.
To take the lead in advising on formulation and implementation of schemes, projects, plans, and programs for development of primary education; formulate and implement plans and solutions to improve the comprehensive quality of primary education within the province. To coordinate with relevant divisions in formulating plans and development strategies for different types of schools and classes at primary level in accordance with educational development requirements of the locality and the country; inspect and urge relevant units in implementing programs, plans, regulations, and guidance of the Department concerning academic year tasks, curricula, contents, methods, forms of teaching organization, and assessment of learning outcomes of primary students. Based on the sector’s general tasks, to formulate plans for directing implementation of annual tasks for primary education.
To coordinate with commune-level People’s Committees in directing the development of key schools and semi-boarding schools; monitor and urge progress in construction of national-standard primary schools according to plans. To direct and organize excellent teacher competitions and excellent homeroom teacher competitions at primary level.
To manage curricula, contents, and teaching plans for all types of schools and classes within primary education; monitor, synthesize, and evaluate the situation of primary education in the province by stages and academic years. To propose policies and measures to the Director to ensure development of primary education.
To coordinate with the Division of Vocational Education and Continuing Education in directing, compiling statistics and reports, maintaining, and improving the quality of universalization of primary education and literacy eradication activities for the educational levels under assigned responsibility within the province.
To take the lead in guiding implementation of curricula, textbooks, teachers’ manuals, local educational materials, reference materials, and teaching equipment at primary level. To guide, inspect, and evaluate teaching activities and recognition of completion of primary education programs.
To take the lead in participating in and monitoring activities of schemes and projects relating to contents and programs of primary education; and guide the exploitation, utilization, and application of information technology in teaching activities.
To take the lead in international cooperation in the field of primary education.
To take the lead in advising on, guiding, and managing organization of integrated educational activities, experiential activities, life skills education activities, linkage programs, and socialization of education at primary educational institutions in accordance with law.
(2) Physical Education, Sports Activities, and National Defense and Security Education in Schools within the Province
To advise on formulation, direction, and implementation of guidance documents concerning physical education, school sports activities, and national defense and security education.
To coordinate with the Provincial Military Command, Provincial Police, Department of Culture, Sports and Tourism, and other relevant departments and sectors in physical education and national defense and security education in schools.
To guide and organize sports competitions, Phu Dong Health Games at all levels, and national defense and security sports festivals organized by the sector, the Ministry, and the province.
To direct, inspect, and urge commune-level People’s Committees and units affiliated to the Department in implementing physical education, school sports activities, and national defense and security education; and take charge of self-defense activities of the Department.
(4) Other Duties
To advise on direction and monitoring of development of schools meeting cultural standards; inclusive education and education for persons with disabilities.
To coordinate with the Personnel and Organization Division in appraising and advising on issuance of decisions permitting establishment and educational operation of Inclusive Education Support Development Centers; and coordinate with relevant units in managing and inspecting operation of such centers.
To coordinate implementation and assessment of the level of information technology application and digital transformation in primary education.
To act as the focal point for coordination with units under the Ministry of Education and Training, including the Department of National Defense and Security Education.
To coordinate with the Secondary Education Division in maintaining working relations with the Department of General Education.
To proactively coordinate with relevant divisions in handling tasks according to assigned functions and perform other duties assigned by the Director./.
