Functions and Duties of the Personnel and Organization Division

Functions

To assist the Director in state management of organizational structure, personnel affairs, personnel planning and workforce development, and internal political protection; training and professional development activities of the sector; and implementation of policies and regimes applicable to teachers and educational administrators.

Duties

(1) Organizational Structure

To take the lead in advising and assisting the Director in deciding on: The establishment, dissolution, merger, consolidation, and division of educational institutions in accordance with decentralization and authorization by the Provincial People’s Committee.

The establishment of School Councils; recognition, appointment, dismissal of Chairpersons of School Councils; supplementation and replacement of School Council members; and decisions on recognition, appointment, reappointment, extension of working duration until retirement age, relief from duties, dismissal, secondment, change of job positions, commendation, and disciplinary measures for heads and deputy heads of public educational institutions within the province; recognition or refusal of recognition of School Councils, Chairpersons and Vice Chairpersons of School Councils, principals and vice principals of private educational institutions under management authority in accordance with standards and procedures prescribed by law.

To take the lead in formulating functions, duties, powers, and working regulations of the Department and units affiliated to the Department.

(2) Personnel Planning, Management and Workforce Development

To formulate and organize implementation of plans and strategies for development of civil servants, public employees, and workers in order to meet the political tasks of the sector in each period.

To take the lead in advising on formulation of job position schemes and annual staffing plans for the Department of Education and Training and affiliated educational institutions for submission to competent authorities for approval; and to decide on annual allocation of administrative and public-service staffing quotas for the Department and public non-business units affiliated to the Department.

To take the lead and coordinate with relevant units in formulating annual staffing plans; monitor and inspect staffing management and utilization, working style and discipline, evaluation and classification of civil servants and public employees; and Party building and development activities.

To advise and assist the Director in guiding, implementing, and inspecting activities relating to recruitment, management, utilization, reassignment, rotation, secondment, appointment, reappointment, dismissal, disciplinary measures, and evaluation of teachers, managerial personnel, public employees, and workers in public educational institutions within the province in accordance with regulations; and internal political protection for civil servants, public employees, and workers under management authority in accordance with current regulations.

To advise the Director in implementing regimes relating to promotion of professional titles, change of professional titles, promotion of civil servant ranks, salary grade increases; implementation of staff downsizing policies, retirement regimes, and other policies applicable to civil servants, public employees, and workers under the Director’s authority according to decentralization by the Provincial People’s Committee.

To manage and archive personnel records of civil servants of the Department and managerial public employees under management authority in accordance with regulations. To compile statistics and reports on the quantity and quality of civil servants, public employees, and workers throughout the sector.

To coordinate with relevant units in advising on handling violations committed by civil servants, public employees, and workers in units under the Department’s management authority in accordance with law.

(3) Training and Professional Development

To take the lead and coordinate with relevant units in formulating and implementing plans for training, professional development, retraining, and qualification upgrading for civil servants, public employees, and workers.

(4) Other Duties

To propose to the Department leadership policies and measures for management and development of mass organizations within the sector.

To advise the Director in directing implementation of mass mobilization activities and grassroots democracy regulations; serve as the standing body of the Disciplinary Council and the Committee for the Advancement of Women; and direct implementation of internal political protection activities of the sector.

To act as the focal point for coordination with units under the Ministry of Education and Training, including the Department of Teachers and Educational Administrators.

To proactively coordinate with relevant divisions in handling tasks according to assigned functions and perform other duties assigned by the Director./.
