Functions
To assist the Director in performing the state management function over secondary education, including lower secondary education, upper secondary education, and ethnic education within the province.
To act as the focal point in advising on, directing, and organizing implementation of scientific research and application of science and technology in the sector. To take the lead in monitoring implementation of the sector’s tasks relating to “Development of science and technology, innovation, and national digital transformation” in accordance with Resolutions of the Central Committee.
To perform management and direction of activities of lower secondary schools, upper secondary schools, multi-level general education schools, and foreign language and informatics centers within the province.
Duties
(1) Management and Direction of Secondary Education
To advise on formulation and implementation of guidance documents on academic year tasks, educational activity plans, and other documents relating to secondary education in accordance with directions and guidance of the Provincial People’s Committee and the Ministry of Education and Training.
To manage curricula, contents, and teaching plans for all types of schools and classes within secondary education; monitor, synthesize, and evaluate the situation of secondary education throughout the province by stages and academic years. To propose policies and measures to the Director to ensure development of secondary education.
To direct, inspect, and urge commune-level People’s Committees and units affiliated to the Department in implementing regulations and charters of the Ministry of Education and Training, as well as programs, plans, regulations, and guidance of the Department concerning implementation of academic year tasks in secondary education. To promote the emulation movement “Innovation and Creativity in Teaching and Learning” in schools. To organize reviews, draw lessons learned, and disseminate initiatives and teaching and learning methodologies at secondary level.
To coordinate with the Division of Vocational Education and Continuing Education and commune-level People’s Committees in directing universalization of lower secondary education and development of high-quality key schools.
To coordinate with relevant divisions in directing development of national-standard secondary schools.
To take the lead in guiding implementation of curricula, textbooks, teachers’ manuals, local educational materials, reference materials, and teaching equipment at secondary level. To guide and organize periodic examinations; and coordinate with relevant divisions and units in guiding competitions for excellent students, science and technology competitions for secondary students, and youth informatics competitions. To take the lead in formulating plans and organizing competitions for excellent teachers and excellent homeroom teachers at secondary level.
To formulate, participate in, and monitor activities of schemes, projects, and programs relating to secondary education; and take the lead in guiding, directing, and inspecting implementation of foreign language teaching and learning in educational institutions within the province.
To take the lead and coordinate with relevant units in evaluating implementation results of secondary education targets.
(2) Management and Direction of the Continuing Education Program at Upper Secondary Level
To advise on formulation and implementation of guidance documents on academic year tasks, educational activity plans, and other documents relating to the continuing education program at upper secondary level in accordance with directions and guidance of the Provincial People’s Committee and the Ministry of Education and Training.
To manage curricula, contents, and teaching plans for continuing education institutions implementing the continuing education program at upper secondary level.
To direct, inspect, and urge units in implementing regulations and charters of the Ministry of Education and Training, as well as programs, plans, regulations, and guidance of the Department concerning continuing education tasks. To promote the emulation movement “Innovation and Creativity in Teaching and Learning” in continuing education institutions. To organize reviews, draw lessons learned, and disseminate initiatives and teaching and learning methodologies at institutions implementing the continuing education program at upper secondary level.
To guide and organize periodic examinations and science and technology competitions for learners studying the continuing education program at upper secondary level. To organize competitions for excellent teachers and excellent homeroom teachers teaching the continuing education program at upper secondary level.
To monitor, direct, synthesize, and evaluate implementation of the continuing education program at upper secondary level by units within the province.
(3) Ethnic Education
To advise on formulation and implementation of guidance documents on academic year tasks, educational activity plans, and other documents relating to ethnic education in accordance with directions and guidance of the Provincial People’s Committee and the Ministry of Education and Training.
To direct, inspect, and urge commune-level People’s Committees and units affiliated to the Department in implementing regulations and charters of the Ministry of Education and Training, as well as programs, plans, regulations, and guidance of the Department concerning ethnic education tasks.
To formulate, participate in, and monitor activities of schemes, projects, and programs relating to ethnic education.
To coordinate with the Department of Ethnic and Religious Affairs and other relevant departments and sectors in development of ethnic education within the province.
(4) Other Duties
To coordinate with the Department of Science and Technology and the Provincial Union of Science and Technology Associations in organizing the Youth and Children Creativity Contest, Technical Innovation Contest, Robocon Competition, and contests for searching scientific research ideas; and implementation of provincial-level scientific research projects and initiatives accepted in the field of education and training.
To take the lead and coordinate with relevant units in evaluating the scope of influence and effectiveness of application of initiatives in the field of education and training.
To coordinate with the Personnel and Organization Division in appraising and advising on decisions permitting establishment and educational operation of foreign language and informatics centers, general education schools, and multi-level general education schools; and take the lead in monitoring and managing educational activities of such centers and schools.
To coordinate with relevant units in inspecting teaching contents and curricula of extra teaching institutions outside schools; and inspect joint training programs at master’s and university levels.
To coordinate with the Office of the Department in implementing and assessing the level of information technology application and digital transformation at lower secondary and upper secondary levels.
To act as the focal point for coordination with units under the Ministry of Education and Training, including the Department of General Education.
To proactively coordinate with relevant divisions in handling tasks according to assigned functions and perform other duties assigned by the Director./.
